I would say she “lost” her balance for an extended period. Look at her face. She is smiling and talking, not the panicked looked of a feeble female with osteoporosis about to hit the deck and worried about her hip.

You nailed it exactly. She is frequently inappropriate in public. Laughs too much and too long. Acts like a child with balloons. Many here miss that...I was thinking of posting about it but you beat me to it. She is barely able to stand, appears to be leaning in fact, and is smiling hugely rather than showing any concern about it. She is on anticoagulant therapy so a fall for her is more serious than for you or I. Anyway, it is called disinhibition. It is part of the disease I believe she has - subcortical vascular dementia. Also includes falls, loss of balance, blood clots in the brain, coughing fits.
