I think the inherent biological mechanism of "love and protect your children" is missing in many parents.

In this instance the father had been drinking and fell asleep.

That's a good idea. A surprising number of things would not get done if there were not little reminders. Usually the results of forgetting are not so momentous.

I heard that if it’s really hot, and your babies are in the car, it helps if you do not get S-faced drunk, leave the kids in the hot car, and then pass out.

There needs to be an ignition interlock electrically connected to the children’s car seat that, when it’s occupied, sounds a loud alarm upon ignition turn off. There are far too many of these horrendous incidents.
