It’s a miracle that the car wasn’t stolen. If you read the article, the woman left the car RUNNING so the dogs could have the a/c on. Could have turned out a lot worse, with a stolen car and stolen dogs.

As others have observed, it usually requires a combination of actions to take a vehicle out of PARK. That small dog almost certainly could not have pulled that off.
The woman almost certainly left the car in NEUTRAL-- (or, even, DRIVE)...
Old and distracted... (It even appears she left the doors unlocked...)

He was given a breathalyzer and shown to have dog breath. I also don’t want to stir up a hornets nest here but as someone else pointed out there are actually two dogs. The black dog appears to be in the driver’s seat. We may have some kind of profiling going on here.
