Isn’t it SOP to put an officer on desk duty without badge or service weapon while an investigation is underway?

No, you keep your badge and gun (not the one you fired). Administrative leave is time off before all the interviews start happening.

Don’t know about pulling a cop’s badge during a shooting investigation, but I do know that is routine to take them off patrol and assign them desk duty and pull their service weapon after they are involved in a shooting until the investigation has concluded.

No they do no take away badge and gun. They do that for suspensions. Not desk duty.

Desk duty without forfeiting badge & gun was the norm. Strip an officer of those and he or she is effectively terminated.

Not universal.. So dept do, some don’t.

In this case:

“the department has routinely put officers involved in shootings on desk duty for 30 days to allow time for supervisors to monitor the officers and for them to attend training.”

They go on to say: “The policy is not considered punitive, and officers retain their badges and guns.”

If it is not punitive, then why do they mention it is not punitive. Why? Because it IS punitive.

Certainly without their weapon it is.

Johnson relieved the officer of duty in this case. No badge, no gun, no work. Sit home, wait for investigation to conclude.

For those of you who don't know, Bolingbrook, IL to the south side of Chicago is a pretty good distance. It's not like going from neighborhood to neighborhood or town to town, expressway driving was involved here. The perp had to get on Interstate 55 and head towards Chicago. Depending on the time of day (or evening) that's a minimum 25 minute trip up I-55.

It's being reported here (Chicago news market) that the car WAS IN FACT STOLEN, the perp has a criminal record, and was shot in the back by police officer(s.)

Shooting in the back under almost any circumstance is a no-no for Chicago PD. Superintendent Johnson did the right thing here by all appearances which should help keep the noise down from the BlackLiesMatter chuckleheads. At least for a little while.
