Culture change? Top cop swiftly pulls badges of officers in shooting

The confrontation between O'Neal and the officers happened about 7:30 p.m. Thursday after officers tried to stop O'Neal as he drove a Jaguar that had reportedly been stolen in Bolingbrook. As O'Neal drove north in the 7400 block of South Merrill Avenue, he struck a responding police SUV and a parked car, police sources told the Tribune. Two officers opened fire as O'Neal continued into the 7300 block of Merrill. O'Neal then collided with another police SUV, causing significant damage, and fled from the car. A third officer chased him and shot him behind a nearby residence, the sources said.

O'Neal, of the 1700 block of East 70th Street, was taken to Northwestern Memorial Hospital, where he died shortly after 9 p.m.

So, is your argument that the cops should have just let him go when he bailed out of the apparently stolen car and ran?

Seems like a better alternative to shooting an unarmed suspect in the back.

How do we know that?

The police said he was unarmed. Who was he a threat to?

What was he going to do to ensure he got away?

Car Jack?

Home invasion?

Or go to the library for a quiet read?

So should police just shoot any suspect on the off chance that they might do something worse in the future?

In Texas, police can shoot a fleeing felon based on violent acts committed and the thugs immediate threat to the public.

And what was the immediate threat to the public posed by this guy?

By your logic, if the recent Dallas cop killer had laid down his weapons and was fleeing, the cops couldn’t shoot him.

You state that having fled the car the perp was unarmed. At what point does a fleeing perp who was armed become unarmed? How are the police supposed to know this?

I'm assuming nothing. The police said he was unarmed.

Bad cops are extremely rare. Few professions screen out bad-apple applicants like law enforcement agenices, which use batteries of psychological tests and conduct extensive background investigations which involve talking with their former teachers, coaches, job supervisors, etc.

“Three officers fired their weapons in the incident that left [a gang banging car thief], 18, dead after police say he sideswiped a squad car and hit a parked car while driving a stolen Jaguar, injuring some officers about 7:30 p.m. Thursday in the 7400 block of South Merrill Avenue. Police officials announced Friday that two of the officers were relieved of their police powers, and the third was relieved of police powers on Saturday, police spokesman [...] said.

See that phrase, “injuring some officers”? That’s Aggravated Battery with a weapon weighing a ton-and-a-half. Seems kind of deadly to us. And the total disregard for uniformed officers traveling in marked cars? What’s to stop him from disregarding a little old lady crossing the street? State law and General Order seem to conflict with the prevailing “community” feelings, and everyone knows “feelings” are the new currency of the realm.”

Point 2 below is important on what happened after he got out of the car the incident isn’t over: “to prevent an arrest from being defeated by resistance or escape”:

“General Order 03-02-03, II-A:
A sworn member is justified in using force likely to cause death or great bodily harm only when he or she reasonably believes that such force is necessary:

1. to prevent death or great bodily harm to the sworn member or to another person, or:
2. TO PREVENT AN AREST FROM BEING DEFEATED BY RESISTENCE OR ESCAPE and the sworn member reasonably believes that the person to be arrested:

a. has committed or has attempted to commit a forcible felony which involves the infliction, threatened infliction, or threatened use of physical force likely to cause death or great bodily harm or;
b. is attempting to escape by use of a deadly weapon or;
c. OTHERWISE INDICATES THAT HE OR SHE WILL ENDANGER HUMAN LIFE OR INFLICT GREAT BODILY HARM unless arrested without delay,

Forcible Felony - like the attempted murder of a Police Officer? Deadly weapon - like a car? Will endanger human life - like driving a hunk of metal at a human being? We just tore this apart with almost no effort. Imagine what a lawyer could do.”

I’ll bet your life and the lives of your family that they thug would not harm anyone else in his efforts to escape. I won’t bet mine.

I remember when shooting a suspect was a last resort and not the first or second one.

Me too, and shooting someone in the back was only something you saw in the movies. Dirty rotten Nazis would shoot Allied POWs, and then say they were "shot trying to escape."

Now they take out the dog, the cat, the goldfish, the potted plant, all four tires, and anyone who looked suspicious- and just shrug and say they felt threatened. Whereas if a homeowner shoots someone who broke into his house, raped his wife, stole his life savings and kidnapped his child, the cops are measuring how hard the door was kicked in so that they can determine if the threat really was enough to fire a weapon - and you better have a registered permit for every firearm and by the way, they want your computers too, for "investigation." And you better not be armed when they show up at your house, or you're dead.

It's not the cops - it's the IMBALANCE. What all the bootlickers are trying to hide isn't the killings, but the loss of due process, and the treating of absolutely everyone as a potentially murderous felon under all conditions. And since more whites are killed than blacks by cops, it has NOTHING to do with race. BLM exists to turn a due process issue into a race issue - THAT is their big lie.

It's so crazy that the shills attack even when the police superintendent agrees things went too far!

I'm sorry to see you reject the decision of the police superintendent out of hand. I'm sure his 30 years of experience and knowledge of the specific details of the case don't even begin to compare with your worldly knowledge, or willingness to slander.

Only one of the three officers was reported involved in the fatal shooting behind a building, and you don’t know what happened there. Your ignorance, bias, and hostility toward the police is duly noted.

Isn’t it SOP to put an officer on desk duty without badge or service weapon while an investigation is underway?

Certainly without their weapon it is.

Johnson relieved the officer of duty in this case. No badge, no gun, no work. Sit home, wait for investigation to conclude.

For those of you who don't know, Bolingbrook, IL to the south side of Chicago is a pretty good distance. It's not like going from neighborhood to neighborhood or town to town, expressway driving was involved here. The perp had to get on Interstate 55 and head towards Chicago. Depending on the time of day (or evening) that's a minimum 25 minute trip up I-55.

It's being reported here (Chicago news market) that the car WAS IN FACT STOLEN, the perp has a criminal record, and was shot in the back by police officer(s.)

Shooting in the back under almost any circumstance is a no-no for Chicago PD. Superintendent Johnson did the right thing here by all appearances which should help keep the noise down from the BlackLiesMatter chuckleheads. At least for a little while.

The problem is we’ve got a society that now believes cops are the enemies, and a Chicago Police Chief who agrees.

Me? I have a hard time feeling ANY sympathy for some butthead who steals a car and crashes into others on his ‘joy ride’. But I’m kind of old fashioned that way. I’m just not big on civil rights for those who endanger the lives of innocent people minding their own business.
