Why are there any teachers in the NY public school system?

There aren’t. The real teachers left years ago.
You have a couple of different categories of people who want to be teachers. You have the young libtards with stars in their eyes, who are going to "change the world". They've been watching "To Sir With Love", etc. too much. The first thing new teachers have to adjust (after they pick their jaw up off the ground where it fell) is their expectations. They have to lower them more and more each passing week or go nuts. You think, "Well of COURSE everyone knows 2 + 2 = 4." Until you meet the kids. You can tell them 10 different ways (and in NYC having to teach the Commie Core way, making it even more obtuse) that 2 + 2 = 4 and STILL watch the goldfish swim around in their eyes.
Then there are the cynical hipsters who view teaching as a stepping stone for something they consider better--law school, medical school, etc. It looks good on their resume to spend a year or two or three in the classroom. These are your Teach For America instant teachers, just add water. They have no intention of teaching for the long term and so are quite amenable to passing everyone who can fog up a mirror, to make themselves darlings of administration and parents. Never mind the students know nothing, may not even be attending class.
The patriots like myself who love their country and who cannot bring themselves to simply pass along students with fake grades (what use will they be to America?) are endlessly harassed to make them leave.
