I imagine anyone disobeying the curfew would be arrested.

Police Chief Nick Willard said he stands by his decision to keep the shelter in place for five hours, saying during that time, he was determining if the person in custody was the suspect in the shootings of the officers.

Translation: Only when officers are shot at do we take safety seriously!

If a citizen is shot it's okay if the perp is still roaming around - take your chances. But, if a cop is shot they will tack action.
