The authorities can tell people to “shelter in place” but what’s to stop Sally Six-pack from going to work if she needs to?

Police Chief Nick Willard said he stands by his decision to keep the shelter in place for five hours, saying during that time, he was determining if the person in custody was the suspect in the shootings of the officers.Translation: Only when officers are shot at do we take safety seriously!
If a citizen is shot it's okay if the perp is still roaming around - take your chances. But, if a cop is shot they will tack action.
