It looks like a router bit.
But if I had to guess, I would say it is a balloon or skin over a frame shaped like a large router bit and filled with helium (which is why it is moving with the clouds). To keep it from tumbling, the developer put a weight at the bottom (ballast).
The reason Wright-Patterson was chosen for this event is obvious given its history.
