If you're a DIY website builder, consider CoffeeCup software. They make a suite of tools produce WC3-compliant RESPONSIVE websites using HTML5 and CSS code. It's critical that modern websites be responsive in order to display correctly on the myriad size and formats of screens these days.

The most cost effective solution would be to purchase just one of their programs: CoffeeCup Responsive Site Designer, but there are companion programs available that allow for more customization and flexibility. Fully-functional trial versions are available and you can get quick help from their excellent software support and user forums during the trial period. Yeah, there's a learning curve, but all of their software is designed with relatively unsophisticated users in mind, which doesn't mean that hot-coders would scoff at using it.
