I am pretty sure it’s because the Chinese Communists know all so well that if they have a cultural/sexual revolution like the west does, that they will have a growing counter culture as an enemy, so they want to keep it under control. I would also argue that the Russians are similar. They don’t want their people too far out of their control.
Are the Chinese going to ban Wonder Woman movies or something, because that is a DC COmics character that does show some cleavage, although from what I have heard, she’s not the worst of all the female characters from DC though.
What’s the point of reincarnation if you can’t have cleavage?
