I’d guess people are just avoiding any public space where whites don’t enjoy a 20:1 numerical advantage; this certainly explains (partially) the death of shopping malls.
My first engineering job out of college was in Deer Park. Used to be an industrial town, all that is gone now, no more light manufacturing, just a New York State of mind. If there was ever an institution more effective at deindustrialization than the New York State government, it is New York City’s.
