Not every state is a fascist police state. Here, we have no front license plates, no inspections, and (AFIAK. I’ve never tried, but I’ve seen the option on some DMV forms.) the option to register self-built vehicles.
Where I live, your inspection is linked to your license plate and cops have license plate scanners.
When it expires, you will see flashing lights and generate revenue.
