Could be. By “disruptive,” I meant getting in people’s way, blocking access to their classes or offices, threatening people.
One doesn’t want the whole university plastered with signs, or the grounds littered by handouts. Consistent with general tidiness, however, signs or handouts are nothing, unless they are specific threats on the order of, “We’re going to kill all the infidels on Friday.”

Once again xxxxxxs are allowed to run rampant and destroy the work of others. What kind of frat allows this without a fight? Why aren’t white males willing to fight for their rights? That looks like a lot of work, streaking (that was back in the 70’s you young ‘uns) was more fun and lots easier.
Someone would yell, "There's a streaker" - and that would be enough to get hundreds of students running around wildly in order not to miss out on the show.
At least they didn’t put up an “Animal House” sized “erection”.
