Technically, the electors from California have no idea how the electors from Nevada voted. If there is no majority winner once Congress counts the votes from the Electoral College, then the House chooses the President (one vote per state) and the Senate chooses the VP.

Sure enough. I’d thought the EC got multiple passes before it falls to congress, but was wrong. Of course that’s all in theory as the EC has never failed to give a clear win.
