To clarify the law and ensure that children born to United States citizens while serving overseas in the military are eligible to become President. SEC. 2. Definition of natural born citizen.
Congress finds and declares that the term natural born Citizen in article II, section 1, clause 5 of the Constitution of the United States shall include: Any person born to any citizen of the United States while serving in the active or reserve components of the United States Armed Forces.
It never passed, but the change was attempted.
Someone falling under that category is not a natural born citizen as they need a law to make them one.
Does that include McCain?

It should also be noted the attempt to legislate such a law or such a Constitutional Amendment is itself unconstitutional. The Constitution did not grant the Congress the enumerated power to alter Natural Law. The Constitution only granted the Congress the power “To establish an uniform Rule of Naturalization”, which is the making of a naturalized citizen or unnatural citizen. Furthermore, no legislature can ever have the power to alter Natural Law, anymore than such an artificial statutory law can magically transform an adoptive mother into a natural mother or an adopted child into a natural child.

H.R.1380To amend the Immigration and Nationality Act to revise the law with respect to citizenship at birth of certain children born abroad of United States citizens.
SEC. 2. CITIZENSHIP AT BIRTH FOR CERTAIN CHILDREN BORN ABROAD OF UNITED STATES CITIZENS. (a) IN GENERAL- Section 301 of the Immigration and Nationality Act (8 U.S.C. 1401) is amended--
(1) by inserting `natural born' after `The following shall be nationals and';
(6) by adding at the end the following new paragraph: (h) a person born, in or out of wedlock, outside the United States and its outlying possessions of parents one of whom is a citizen of the United States, if such person would otherwise be stateless at birth.'.
This was never passed either so....Cruz isn't a natural born citizen because he would fall under that proposed law.
