The White House website says that Soetoro was a British Subject at birth.

John McCain acquired U.S. citizenship at birth by automatic naturalization at birth, so he is not and never could have been a natural born citizen under any circumstances. His two U.S. citizen and military parents qualified him to acquire naturalized U.S. citizenship, but his birth abroad without the protection of diplomatic immunity disqualified him for natural born citizenship.
