You are correct. Trump is making fun of some reporter's neurological disability. Apparently that's funny.
No matter how many times you or anyone says it, it does not make it true that he was mocking a particular person. He was mocking the press in general in how they have to contort themselves as a group to say one thing and then say another when they get caught not on script.
