As has been gently explained to you a NUMBER of times, the unidentified guys at the first stop, who had just shot at the truck, CLAIMED they were the Oregon state police. So Finicum wasn't "running from the police".
My state police look like state police. I can identify one from several hundred yards away. These guys were TALKING with Finicum -how come they didn't look like state police?
Finicum was rolling down the road at a normal-to-fast speed when he came around a blind curve and saw a roadblock blocking the ENTIRE road. More unidentified vehicles, BTW.
Now, the Oregon state police themselves describe a roadblock as "deadly force" - even when leaving a recommended "safe lane" if the stoppee INSISTS on running the roadblock.
The OSP didn't leave a "safe lane" - they blocked the entire road, with unidentified vehicles AROUND a blind curve.
Finicum didn't "[try] to bypass a roadblock" he tried to avoid crashing into a double application of deadly force.
Are you confusing utility uniforms with the dress uniform and Smokey the Bear hat they wear for traffic stops?
