The use of a snippet from Rush’s broadcast is probably covered under fair use. Like using a quote from an editorial in the paper.

I’m not a lawyer either, but I seriously doubt that it’s fair use to take a snippet from a copywritten broadcast and use it to promote a political candidate.
That’s not merely quoting someone. It’s using their words for gain or benefit.
