To do it is illegal, and to order it done is illegal. For her to imply “I’m just woman that doesn’t understand all the computer mumbo jumbo” is a ploy to mislead voters. The real affected parties here are the 16 Intelligence Centers who use this information to fulfill their missions. They most certainly do NOT believe her one bit.
