When a lawyer enters a courtroom he does not do so as an insider he does so as an advocate who is on equal footing with his adversary. There is no such thing as insidership in that venue unless it is corrupt.
When Cruz entered the Senate he did so as an advocate against adversaries, the adversaries were your enemies and mine and he fought them on our behalf. Mere occupancy of the building does not make one an insider in the Senate anymore than it does in the court room.
