If it was just a matter of the birth rate in China today vs the birth rate of Africans in Africa today, yes.
I’m not thinking that Chinese colonists will hold down their birth rate, or support the Africans.

Given the current birthrates of the continent vs. the PRC, that seems highly unlikely. Current African birthrates are only sustainable as long as either Africans are productive enough to be able to pay for their own food, or foreign entities are charitable enough to subsidize their poverty.
