The people he put in charge did not have the authority to do what was requested. There’s a special name for it .. but I can’t recall it at the moment.

At the time I was learning the official terminology from those whose word was highly credible which included TM, Col. Hunt and Lt. Col Tony Shaffer. Memory is fading but maybe I got the latter term from Col. Hunt.
