By law POTUS must be notified within 15 minutes of the CIR coming into the WH Situation Room. Also the VP and SecDef. The CIR hits the WH SR, State Dept., DoD, and every regional command center around the world.
Panetta was at the WH when the CIR came in. That's two people who had to be notified, by law, almost immediately together at the WH.
IIRC, Obola,Biden,Panetta and Dempsey met at the WH around 4 pm that afternoon. Obola had been at Walter Reed and notified around 3:30 pm, then brought to the WH.
There was a call to Netanyahu with Obola and Biden only after that, but it seemed to me that was a regular planned phone call.
After that there seems to be no further interaction with the CoC.
I donlt think there has been a definitive timeline of who did what, who was where, who called whom for that evening.
The next we know, Hillary and Valjar are conferring and hatching the video spin around 10-10:30pm, after confirming Stevens is dead.
