I'm betting on the bookies. When you total the odds, you see that 30% of the bets goes to the bookies.

All things being equal, if you add up the odds, with 8 teams in the running, it should average out to 7-1. Here it actually adds up to 7.125 to 1.

You need to add up the reciprocal of the numbers: 1/4+1/4+1/4+1/5+1/6+1/8+1/8+1/18=1.42. Anything over 1.0 goes to the bookie.
