I am most disturbed by his shrug at the conclusion. That evidenced to me that he had no intent to win a soul to Christ but to make a “funny” video.

I have been called cynical. Very cynical. I truly wonder if the driver actually thought the BPA was going to take a few moments and truly “connect”. From start to finish, I see this video as a farce, a joke, a canard, a ploy, a dishonest attempt at frustrating a BPA and to get waved through. If this is/was a pastor, I doubt I’d go to his church. He used the Bible as a prop and a tool for personal gain. To me, an affront to the Gospel and to the Creator.
If this video goes viral it will be used to show that groups like Westboro ‘baptist church’ are true representations of Christianity - especially when it is shown that this is an ordained minister thwarting the purpose of that BPA.
The BPA also was a poor representative of his profession as well. He should have done his job instead of merely waving on an inconvenience. The next guy through with that technique may well have some bomb belts in his trunk.
I can tell you from personal experience that when asked by the border patrol check point “Are you carrying any contraband?”, the reply of “That depends, what do you consider contraband? “ is not a way to get through quickly.
I was helping a friend move with lots of taped up boxes and a couple Rifles.
I know a few border patrol officers who are evangelicals. Not sure this would get you through any more quickly with them.

I would have given the jerk a thorough body cavity search.
The Border Patrol guys are not the enemy. Their managers and political appointee leaders are the enemy.

God really doesn’t need any concern trolls
First off Steve Anderson and FWBC spend countless hours knocking doors and presenting the gospel in the Phoenix/Tempe, AZ area. The church's goal is to knock every door in the Phoenix metro area. The map on the church wall is pretty heavily colored in. (I've helped in a very small way.)
This pastor has already been brutalized by border patrol and DPS. He's got the bloody scars to prove, simply because he didn't want to be made a party to violation of his 4th amendment rights of illegal search and arrest (detainment). I will venture a guess that this video exhibits an approach that is an example of "being wise as serpents, and harmless as doves." (Matthew 10:16) The goal being two-fold: get the man saved (if he's going to be detained) or be allowed to go about his business.

Fake as it is not a border crossing.
Fake or not, it doesn't say it's a crossing, it says it's at a checkpoint. There are many inland (there's one on I-25 roughly 25 miles north of Las Cruces, NM), not just on the border.
It is a real check point, not a border crossing. These check points are positioned many tens of miles in some cases from the border.
Can you stretch a verse . . . or what?
That is the problem with modern day ‘interpretations’ . . . a verse can mean whatever you want it to mean.
Seeing as how your pastor turned what should have been a private one-on-one opportunity to win a soul to Christ, he turned it into a joke by not only videotapping the private moment - but with a shrug - showing it was nothing more than a joke, an attempt to slip by a duly, lawfully sworn agent of the law and this countries protection.
These kind of actions cause the name of Jesus Christ to be blasphemed among the unbelievers. For that cause your pastor needs to be rebuked in the name of Jesus Christ.
Your Christian attitude is sorely lacking.
