Did I miss the part of the lawsuit where New York asks all people in the city that won money from fantasy sports sites to return it to the sites?

I thought all along this was a government shakedown and the only reason it wasn’t settled after C&D letter was because the sites wouldn’t accept the payoff amount so now New York State is deciding they will get the money from them one way or another. The sites thought they’d be protected by their big-money partners like ESPN/Disney, the NBA, the NFL, MLB, etc. Well. they underestimated how the state wants to put the screws to them.
