Some states have 20 as a threshold, some 10, and some 5. None have 3, so, .outside of Florida, Bush is out of Luck
If several people pull under 5, are the delegates that they would have received apportioned among those who meet the threshold, or are “uncommitted” delegates sent instead”?
I’d be interested in seeing a list of who has 10 and who has 5 (post 55 has a list of those with 20).
