The decision to bench Manziel comes just days after a video emerged that seemed to show Manziel partying and holding a bottle of alcohol during the Browns' bye week.
"Josh McCown will be the starting quarterback on Monday night against the Ravens. I informed the quarterbacks of that decision after I sat down and spoke with Johnny, Flip (John DeFilippo) and Kevin (O'Connell) after practice today," Pettine said in a statement. "Johnny will be the third quarterback. I've spoken to Ray (Farmer) and Jimmy (Haslam) to inform them of my decision, and they are in full support."
Just a week ago, Manziel was declared the starter for the remainder of the season. And in Manziel's most recent start two Sundays ago, he showed clear signs of improvement, throwing for 372 yards and completing 73 percent of his passes against the Steelers.
But during the Browns' bye week, Manziel, who spent time in rehab this offseason, was reportedly spotted at a bar, leading Pettine to say that he was disappointed in Manziel. That feeling of disappointment seems to have led to the decision to send Manziel to the bench.
"Everyone in this organization wants what is best for Johnny just like we do for every player in our locker room. I'm especially disappointed in his actions and behavior because he has been working very hard," Pettine said. "The improvements from last year to this year have been tremendous but he still has to consistently demonstrate that he has gained a good understanding of what it takes to be successful at the quarterback position on this level. It goes well beyond the field. We are going to continue to support him in every way possible, but at this point, we've decided it's best to go with Josh as the starter going forward."

Mr. Football had his chance ... begone fool.
He’s an alcoholic. Alcoholics are prone to immediately forgetting the worse thing that ever happened to them. The pull of the bottle is much stronger than his desire to succeed. Plus, his family has plenty of money and I’m sure they enable the hell out of him.
I really hate this. I was a big fan of his. But I think his career is over.
If you dig through the mess....it’s his girlfriend that is the trigger to partying and drinking. Until he dumps her....it’ll continue.
Because no other player had some fun during their bye week. The Browns are destined to be a failure for years to come. If you draft a QB early, maybe actually let him play gain experience. I also forces full focus on the game. Their other option McCown (or whatever the spelling) is nothing to be excited about. Let Johnny play and see what he can do.
For every fault there is an excuse. I’m sure his girl pal shoved alcohol down his mouth.

I don’t follow football that much, but I keep hearing about Manziel. What’s his damage, exactly? Is he a talent bust, or just a head case?
Bobby Layne also fits right in with that group!
Also saw a list of Brown QBs after Kosar. Got eyestrain reading it.
The Cowboys have had QB troubles sometimes but after Don Meredith, Craig Morton, Roger Staubach, Danny White, Troy Aikman and Tony Romo I think some Dallas fans have been a bit spoiled.
Bobby Layne never would have made it today.
The Browns can set a record for having two first round picks completely out of football within 3 years of their draft date
Story was Art Donovan once sacked Layne and said to him “Bobby, have you been drinking?”
To which Bobby replied, “Hell yes, and I plan to have a few more at halftime.”
It was a different time.
I should add that the above Dallas QBs ALL had winning records. The Dallas fans got a bit spoiled.
