This is a plea from those of us with limited bandwidth. This morning there was a touchdown animation that took about 2 minutes to load on my browser. It was in a thread that was completely unrelated to football or touchdowns. There are an increasing number of animated GIFs showing up that are either unrelated to the topic or superfluous.
Videos like youtube links are automatically blocked from loading until you ask to load them. Those are great and I select a few to click and load. Links to animated GIFs could be replaced with a single frame GIF of the same content although only in some cases.
Animated GIFs are downloaded whether I want them to be or not to be downloaded. Obviously a very large high res static GIF might also chew up some BW, But an animated GIF even medium or low res can have lots of frames and take lots of bandwidth to download. It can be the same (in BW terms) as loading the thread with hundreds of low-res pictures. If someone knows a way to stop those kinds of downloads in Safari, I would like to know that too.

I’ve already blocked the two Hillary gifs.
In theory, you could block all gifs by using *.gif as a custom block.
Add it to your browser and play around with it.
In my experience, the quickest, easiest way to cut a site’s size is to disable it’s css file(s). For example, glennbeck.com/*.css

Firefox has a simple add-on that lets you toggle scripts on and OFF. Works good and resets itself for a new page.

I get where you are coming from: I’m on Satellite internet, and it is my only option where I live. Even Cell doesn’t work.
As others have said before, just turn off images in your browser options, or use an image blocker add-on in Firefox/palemoon.
My big gripe (Fortunately it is rare at FR) is when someone on a forum posts a huge photo directly out of the camera, without resizing and optimizing for the web. so not only does it waste bandwidth, but it throws the whole page off, and you have to scroll back and forth to read anything.
As long as image blocking can be tuned for animated images, can optionally load them (e.g. #30) and won’t download them anyway (and just not display them).
