Yes they are a violent lot and they over use the word TEEN.
An person who is 18 is an ADULT, NOT A TEENAGER. They can vote, they can serve in the Military and many other things only adults can do.
They do it on purpose to make the perp look like a misguided child. And then they have to go through the juvenile Injustice system before that judge kicks it to the adult courts. To waste time. To cause delays. All on purpose.
I remember when there was talk of forcing officers to move into the city limits because so many of them were commuting from outside the city.
