I have some knowledge in this area. You might be amazed how often the feds grope in the dark with their IT efforts: "Let's try this. Maybe it's a good design ..." It's expensive and leads to a lot of wasted time and effort.
And introduces vulnerabilities that can be exploited.
No one does IT as poorly as the feds.
