The early versions, at least, were designed by Russians and built with local labor.
Past crews have been local fishermen pressed into service. Their families are held hostage against their success. We can probably assume that the families will be killed as a warning to others not to get caught.

Looks like the cartels have chosen to follow Ericssons layout of monitor. They are quite similar indeed.
The Monitor was an awesome vessel. There were many important innovations that became mainstay features of modern ships.
