Governor Moonbeam hasn't changed. In 1976, he tried the same thing--restricting the fast lane of the Santa Monica Freeway in Los Angeles to high-occupancy vehicles (the "Diamond Lane"), creating gridlock not only on the freeway but on surface streets as well.

So let's get out the Donna Summer eight-tracks and sip some Cold Duck. As Yogi Berra would say, this feels like déjà vu al over again.

and he stopped construction of the 210 freeway east of San Dimas. It was finally completed 25 years later.
