On May 22, 1856, in the United States Congress, Democratic Representative from South Carolina Preston Brooks attacked Senator Charles Sumner in retaliation for an anti-slavery speech given by Sumner. The beating nearly killed Sumner and was applauded by many Democrats who refused to oust Brooks from the House.

I recall the same campaign in the 1960s: shame and guilt of being white, comments in Newsweek and others like "Black skin just looks healthier".
Though I am not sure he felt that he could get away with murder.. just that if he did murder he had nothing to fear except some time in prison followed by another release.
