Ah yes, blame men. We FORCED women to shave their pits, eh? I have reviewed the records of the International Council of Men, and I do not find any documents related to a Master Plan to force women to shave their underarms. There are some notes here about bacon and "sammiches", but no law forcing women to shave under their arms.
