Looks like there is only one way to fight drugs: to set up kiosks at every corner where any registered addict can get, for free, any drug of their choice. Open 24/7. Within a month the demand for free drugs will drop; at the same time the city's Coroner Office will have to expand their staff. It's perfectly logical, though, even if heartless. Is a man free to abuse himself? He is, in a perfectly free society. So let him use his freedom. The drug will do a quick job on him. Free supply of the drug only means that the addict has no need to go out and kill people for a couple of dollars. Will that be a suicide? Yes; however on each kiosk there will be a phone number to call in case the addict wants to live. If he doesn't call, it's his choice.
Any other solution belongs to the "Nanny State" class of solutions, where the state or the society needs to protect a person from himself. It doesn't work anyway. So in the end those who are determined to kill themselves with drugs will do that, one way or another. Usually that involves a lot of crime.

I think drugs should be OTC and that recreational drug users should be barred from healthcare and any other services. If the Salvation Army or Lutheran Services wants to help them, so be it. But not on taxpayer dime.

There is lots of lung cancer that is not tobacco related. Largest cause of lung cancer and group is Chinese women who cook with oil and little ventilation.

So you propose to eliminate taxpayer-funded healthcare only for those health problems that can only be caused by drugs? I don't know that there are many health problems fitting that criterion; cirrhosis has causes other than alcohol abuse.

So why does use of the addicting drug tobacco to the point of lung cancer get a pass just because there are also other causes for lung cancer? Looks like you're eliminating by behaviors you don't like and giving a pass to behaviors you don't mind.
