Bad headline. In fairness, the headlines are often written by the editors.

Pretty much every part of this story makes one question the capability of the writer.
My piling-on:
“[A] car that was reported stolen . . . . a car thief might have been responsible. . . . “
(I’ve skipped over the “empty car that was reported stolen” inanity.)
