"We were all in the command center in the second floor of the State House in constant communication, and we were trying to get in touch with the mayor for quite some time," Gov. Larry Hogan told a Monday evening news conference. "She finally made that call, and we immediately took action."

Asked if the mayor should have called for help sooner, however, Hogan replied that he didn't want to question what Baltimore officials were doing: "They're all under tremendous stress. We're all on one team."

Rawlings-Blake said officials believed they had gotten the unrest that had erupted over the weekend under control "and I think it would have been inappropriate to bring in the National Guard when we had it under control."

But later on, Baltimore Police Commissioner Anthony Batts made it clear events had become unmanageable. "They just outnumbered us and outflanked us," Batts said. "We needed to have more resources out there."

Batts said authorities had had a "very trying and disappointing day."

Police certainly had their work cut out for them: The rioters set police cars and buildings on fire in several neighborhoods, looted a mall and liquor stores and threw rocks at police with riot gear who responded occasionally with pepper spray.

"I understand anger, but what we're seeing isn't anger," Rawlings-Blake said. "It's disruption of a community. The same community they say they care about, they're destroying. You can't have it both ways."

U.S. Attorney General Loretta Lynch, in her first day on the job, said she would send Justice Department officials to the city in coming days. A weeklong, daily curfew was imposed beginning Tuesday from 10 p.m. to 5 a.m., the mayor said, and Baltimore public schools announced they would be closed Tuesday.

Maybe I’m reading between the lines here but I am going out on the limb and say Hogan is not pleased whatsoever with the mayor. Sounds to me like Hogan wanted the NG a long time before the mayor finally agreed.

You’re spot on. Hogan had alerted the Guard last week. In his public statement he said the Executive Order, sitting on his desk was signed within seconds of Baltimore Mayor’s agreement. It can be assumed that Hogan’s aide had the NG command on a line before the Major hung up. Hogan was prepared.

SHOULD the National Guard be called in when the perps are supposedly just a bunch of unruly “school kids”? Hell yes, they should.

She was holding off and avoiding his calls long enough to let the situation become terrible, so she could try to blame him for not mobilizing.
The old Katrina model - our former governor tried it, too, and got caught.
Everyone needs to be aware, since the press refuses to mention it, that the governor, by law, must have a request from a mayor for backup.
Just like the feds, by law, must have a request from a governor.

My thought is the Baltimore Police decided not to put a lot of effort into the job. Why support a mayor who condones lawless behavior and I would bet is not a big supporter of police in general. Next the police would have seen the general lack of support in previous situations, yes some of the police may have gone too far but who’s policies are the carrying out in an area? After all the Mayor of NYC want all non-taxed cigarette sales stopped and then failed to support the police.

The mayor is out to lunch. She is one of those best practices nuts. She has a lot of trouble completing a sentence.

Spot on. She sides with the thugs and animals who do the looting and wanted to make sure they had the traction they needed to wreak havoc and "prove how they're all victims".

And what do you expect the NG to do? Remember Kent State? Since then have you seen the NG do anything but plow snow and rescue folks from floods?

The last time there was a street uprising, the cops had orders to do nothing. Not to stop the burning and looting. To take rocks in the head from the savages. So naturally, this time, the street savages know they won’t have anything to worry about from the cops.
