Just another example of cops acting stupidly.
Let’s not forget how George H W Bush shot off his mouth about the Rodney King beat down before the claim of King being on PCP or Angel dust was made public. Tasers had no effect on King.

The cop fired the tazer, and it didn’t work.
The victim correctly ascertained that the cop intended to harm him, so he ran.

So going back a minute- something made the cop shoot the tazer.
Well, actually, it’s ugly. This tubby little black guy is scooting across one of the huge backyards they have up there in North Charleston, and the cop stops, stands, takes aim and kills him. He was no threat, and even if he had resisted arrest, he wasn’t resisting at that point. They had his name on the warrant, knew who he was, and could have picked him up later.
I have family up there and police officers in the family, and believe me, they’re not happy.

Or... morons in general? Trying to pass exception to the rule is not going to solve any problem. Either disarm cops, or let them do their job. If they step out of bounds, use the law. If the law is bad, change it properly.
The fact that he shot the victim in the back eight times is not proof that he had a good reason to do so.
