Pay them what private sector people get. No unions, no pensions unless they can afford it out of their private sector level pay.
So I am saying most are vastly overpaid.
Which is a quasi surprise to me
I've been part of interviewing a new teacher a few times ... but we (the board) never see all the candidates, only the three (IF that many left) from all that applied ... and the culling was done by the superintendent ... whom I believe is a lesbian .... but that's ANOTHER facet to my motivation .... for another time
Suffice it to be true the money part is the iron claw on the citizens that, if we can break it, can lead to real, quality education ..... at least that's what I THINK
