Reducing and eliminating H1B visas is higher priority then reducing immigration allotments. I don't know what chain migration is.

States just arrest and turn over to INS. I don't want any state to have deportation rights. Then INS deports them.
6. No local, state or federal government benefits of any kind Just the minimal amount of humanitarian benefits such as food, water, and I daresay palliative medical care I.E No free Cancer therapy. Temporary shelter until deported, and having basic humane Constitutional protections -- not full Constitutional rights.

No. Poorly written laws become tools of oppression.

How about just illegal entry is criminal misdemeanor unless it's combined with charge of another felony nature like a violent crime, then it elevates to a felony.
