Thank you for referencing that article MeshugeMikey. Please bear in mind that the following critique is directed at the article and not at you.
Id normally support a project like this.
However
Not only was a price not mentioned (corrections welcome), but even without looking at the Constitutions Section 8 of Article I, I know that the states have never authorized the feds, expressly via the Constitution, the specific power to tax and spend for scientific instruments like the referenced camera.
And since the article also doesnt indicate whos actually funding the camera (corrections welcome), until somebody can clue me in, this seems to be another federal spending project wrongly established outside the framework of the Constitution.
