I think I know what happened here.
New York City uses special pistols which are double action only and have an enormously high trigger pull. This is supposed to prevent lawsuits, although it reduces accuracy and leads to this kind of event.

I would say that Barney is either a very bad marksman, or a very, very good one indeed.
Seriously, though, the incident you described sounds all too plausible. For added fun, once in a while the police create a circular firing squad scenario.
What most cops don't understand is what happens in a gunfight. The body gets a blast of adrenaline that hypers senses and degrades fine motor control. Hearing blanks out outside sounds, including people talking directly to you [selective hearing]. Vision becomes highly focused on the immediate foreground and excludes potential threats in the background.
The first thing the cop under fire must do is shoot from behind cover, if possible, that will stop return fire. Shoot for center of mass [where most vital organs are]. The last resort is a head shot, if you can manage it. Shoot bad guy until he's no longer aggressive. Scan for threats. Recheck bad guy [make sure he's not trying to still kill you].
Remember these things: the average gunfight occurs statistically within 10 to 21 feet and is over in less than 30 seconds. The only thing that counts is your hits on target and stopping the aggressor so he's no longer a threat.
That will make him toe the line. He is lucky he didn’t get a toe tag.
