It's already been brought up that he wasn't wearing a seatbelt. In the same item that said he was trapped in the car.

I'd think not properly vetting the driver has to violate a law in NYC. There's a law for everything there.

If he only drove a car, not a bus, the driver would not need a DOT certification, therefore he could drive with the handicap whereby he couldn’t if the job required a CDL license.
