Unfortunate headline. Women who dress like Miley Cyrus “encourages men”. Boy howdy, does it! And nothing’s wrong with encouraging men.

Now if the headline says that dressing like a slut “provokes men” or possibly “encourages bad behavior among men”, that might be saying something entirely different.
