All youth football games would be required to have a doctor present to monitor possible concussions as part of legislation considered Friday by the New York City Council.
The hearing focused on the safety of young players who are even more vulnerable to brain injuries than their counterparts in high school, college and professional leagues.
Its too common that kids are taught that getting your bell rung is OK and you need to play through it, said Councilman Corey Johnson, a Democrat from Manhattan. Repeated concussions can cause lifelong health injuries especially when the brain does not have time to heal.

I stopped being a team doc to several of the local high schools( I loved doing it) because my malpractice carrier raised my rates substantially due to the increased liability factor associated with student athletes. That was WITHOUT a law in effect. With a law being passed demanding attendance, the concomitant assumption is 1.the neurological injury is much more common than it really is 2. the doc is a board certified neurologist/neurosurgeon/emergency room 3. the sidelines are equipped with all of the modern equipment found in a level 1 trauma center.
Next step is to pay for the personnel and equipment as described and find your football budget increase x 3.
