According to SF Gate, cities are concerned over the potential for lawsuits over sledding injuries. Therefore, many cities are opting to close hills rather than risk large liability claims from injured sledders. The latest city to ban sledding within public parks is Dubuque, Iowa. The city has decided to move forward with a plan that would ban sledding in 48 of its 50 city parks. Marie Ware, Dubuque’s leisure services manager, told SF Gate that the city can’t manage “the risk at all those places.”

I can't blame the owners. All it takes is one kid to stub a toe or pull a muscle and the soccer moms are filing massive lawsuits.
A few years back, I was sued because a kid slipped on ice on the sidewalk in front of my house. It was later dropped because I was able to establish that I had my walkway shoveled and that the kid did not actually slip on my property. So I assume the town got sued instead.
Crazy. I remember breaking my arm when I was 12 by slipping on some ice outside a supermarket. But it never occurred to me (or my parents) to sue the supermarket. These days, when it snows, every supermarket has hundreds of pounds of salt and sand poured all around it because they are so paranoid.
Unless we have some serious tort reform in this country, this is our new reality.
No wonder our kids are so screwed up.
I hope the city is at least providing the kids with a sledding app for their smartphones.
I didn’t sled on city hills, but on a hill back in the woods. It was great! Suicide Hill!. Ran along the edge of a cliff. Had a buddy fly off, and he ended up in a tree. Fun!
OK I see the point, we are a nation of victims and blamers but a kid needs to takes some chances, gets some cuts and bumps to mature. Sorry kids, we are screwing things up for you.

The way “it” works, is if you post a sign, you are admitting there is risk... or hazardous conditions present. A trial lawyer jumps right on that and it’s game over. Someone can be TRESPASSING on private property and if theybare hurt, guess what? You still get sued for your property being an “attractive nuisance”. Makes me want to not bother placing Posted signs on my property... because I am screwed no matter what.

Much of the stupidity and silliness we see in so many facets of life is directly related to litigation.

I am guessing that this has to do with the financial condition of the cities as much as being a nanny city. Maybe they have been letting their insurance slide.
I get the impression you responded tongue-in-cheek but I regret to inform you that there are indeed "sledding" apps out there, so that our children can virtually enjoy - safe and snug in their onesie pajamas - something that us older folk actually got to do for real when we were kids.
Yet they will let gay men have unprotected sex at hundreds of bars and sex arcades / book stores all over their city who will end up dying as a result of the HIV / AIDS they contract.
Kill all the lawyers.

We had a great hill across the street from my house, at a girls' private school. The only downside was the fenced in tennis courts at the bottom of the hill. Half the fun was figuring out ways to not get too beat up by that fence. Great fun!
It may not have been the kid who slipped on the ice or even his parents who chose to sue you. Rather, their health insurance company may have forced them to sue you to recover the medical costs. Had the family refused, the health insurance company may have forced them to pay for the medical costs out of pocket. It is becoming increasingly common for health insurers to lower their costs by suing home owners (thus home owners insurance companies).
