The current Standard Form (SF86) required for submitting for a federal background investigation, now requires applicant to disclose any participation with militias. This was never included in any previous edition. Here is the question:
Q: Have you EVER participated in militias (not including official state government militias) or paramilitary groups?
This is unprecedented. It says it is a revised July 2008 form: but I did one in 2011, and this question wasn't included.
This represents the first time an otherwise legal activity, is now under federal scrutiny in the background investigation process.
This question has really stumped many who have security clearances and I’m sure prevented many others from participating in Minutemen type projects and events.
I also wonder if Oath Keepers would meet the criteria/definition of what they’re alluding to in that question.
I would hope not, but in this day and age, one can never be sure.
I wonder how Bill Ayers and Vann Jones answered the “Communist membership” question? Oh, I forgot, the Democrats took that out of Federal employment forms decades again, and Immigration forms (Barney Frank, Steny Hoyer, Patrick Moynihan, Ted Kennedy).

Also foreign travel. Not the first legal activity that you have to disclose.
The SF 86 was superseded several years ago by the eQIP. My last one was 4 years ago, but I’ve seen them since and haven’t run across this question. Where did you find this version?

That is what I thought, but I’ve been told they are one and the same by my FSO. I’m looking at the July 2008 version.

Answer “no.” If you get called on it, tell them you thought paramilitary meant airborne.
I wonder it that would be a good answer for you to use — “Yes, I’m in the virginia unorganized militia, by Virginia Law”
Although maybe that counts as an “official state militia”.
It was on mine in ‘09, and similar questions existed back as far as ‘93.
We;ll I just did my own Snopes on this; and the answer is not true.
Page 36 under section 15 (grey box under military history) asks if you have served in a FOREIGN COUNTRIES military, intelligence, (and other things), and militia.
I must be really bored to look this up on a 127 page government document on a Tuesday night!!

That’s the 1995 edition.
The new question goes to the same points as question 30, and that train of inquiry will be revisited specifically, regardless of answer on the form, if the clearance requires an in person interview.
For 09, I would've expected it since this version says July 08 (although I still don't know how I missed it in 2011, possibly because I was using the e-QIP version). For 93.....nope. Similar questions does not equate to the EXACT question. My 99 SSBI doesn't have it.
